For the top text of 4 characters it\'s read vertically right to left. The left column reads 紀念 \"commemorates\". The right column I spent a while on and can\'t make my mind up for sure but I\'m fairly confident it\'s the name of a ship, potentially a cursive form of 若葉. Central imagery shows an anchor indicating production for the navy and a cherry blossom. The ridged outside of the cup is typically of 1920s productions.
