This is a vintage Midway arcade steering yolk/handle assembly most famously used in 1980s racing games like Upright Hydro Thunder, Offroad Thunder, and San Francisco Rush variants. The red center logo is the iconic Midway Games logo (stylized "M"), and the yellow paddles serve as the shift or boost triggers.
