These are Tracker Aggro Street Track (sometimes just called Street Track) skateboard trucks. The silver hangers with the prominent “T” logo, blue baseplates, and yellow bushings match known examples of that model from the period when Tracker was producing lower-profile street-oriented trucks as street skating grew dominant. 
Tracker’s classic Fultrack-style trucks dated to the mid-1970s onward, with various widths (Haftrack, Midtrack, Sixtrack, etc.). The Aggro/Street Track versions were a later adaptation aimed at street skating—lower and more suited to the curb/ledge era of the late ’80s/early ’90s—before models like the B-52 appeared a bit later in the early ’90s. 
Exact production years can vary slightly by batch or finish, but surviving examples and collector listings consistently place the Aggro Street Track in the 1989–1991 window. The blue bases in your photo are a common colorway from that run.
