This cabinet photo is from the studio of W.L. Williams, a photographer who was based in Alamosa, Colorado, primarily in the late 1800s. He produced cabinet cards and albumen prints of local scenes, views of mountains, burros, storefronts, and everyday life in southern Colorado. This card has Williams' stamp on the back.
This image shows the Orman Block (200-206 S. Union Avenue) at left. This building is located at the corner of S. Union and D Street. It was taken during a flood that occurred sometime in the 1880s. There are several men standing in the street with rushing water at knee height. In the center you can see a tall policeman wearing a recognizable police hat.

The photo measures 7 1/8" x 4 7/16" and is mounted to a 8" x 5" card.Overall discoloration with some stains and wear/damage to the corners and edges.Please see the images provided, as they're part of the description.
