The design on the plate is a historical engraving originally sketched by artist W.H. Bartlett. It illustrates people standing on Jefferson Rock in Harpers Ferry, West Virginia. The landmark earned its name after Thomas Jefferson stood there on October 25, 1783, and famously wrote in his 1785 book, Notes on the State of Virginia, that the panoramic view of the Potomac and Shenandoah rivers merging was \"worth a voyage across the Atlantic\"
