Tiers of ruffles made of white lace are attached to netting. Under all of the ruffles is a cream colored underskirt.It has a pleated red cummerbund, that does not remove, with a fabric rose at the waist. There are two hooks and fabric eyes on the cummerbund. One at the top and one at the bottom. See photo.I believe that the sleeves could be dropped lower on the shoulder for an off the shoulder lookIt has a USA red, white, and blue International Ladies Union Garment Label. That dates the dress was made between 1970 to 1995. Pinking shears were used on the seams of the underskirt.No labels inside of the dress as to designer or fabric.You need to be tall to wear the dress.
