This is Michel D19, part of the second Generalgouvernement Dienstmarke, or official-stamp, series. Unlike the larger-format official stamps introduced earlier in 1940, this later series was produced in a noticeably smaller format.
Dienstmarken were intended for official correspondence by authorized government offices and administrative authorities rather than ordinary civilian postal use.
The design features the German state eagle above the central emblem, surrounded by a wave-pattern background and the inscription “General Gouvernement.” The denomination is prominently displayed as 12 Groschen.
Used condition with a substantial contemporary circular postal cancellation. Strong dark-green color and good overall centering. Some minor irregularity to the perforations is present from age and postal handling.
